    ICRC: Afghanistan Remains Deadliest Country for Civilians

    In line with the continued rise in violence, this quarter’s casualties increased by 43% compared to last quarter (April 1–June 30, 2020), the report says.





    The International Committee of the Red Cross (ICRC) on Wednesday said that Afghanistan remains the deadliest country for civilians, with the Afghan women and children make up half of the fatalities.

    Robert Mardini, Director General of the ICRC who is currently visiting Afghanistan said that the escalation of violence in Afghanistan in recent months has worsened the humanitarian situation in the country, adding that hundreds of injuries among them, many civilians have been admitted to hospitals in Kandahar, Helmand and Ghazni provinces.

    Mardini also met the Taliban officials in Andar district of Ghazni province.

    “Even as peace talks are taking place, it is clear that there has been an intensification of hostilities in Afghanistan in recent weeks with a result in increase in the number of weapon wounded being admitted to hospitals,” he said. “According to hospital staffs, in areas in both sides of the conflict, for example in Helmand, Kandahar or Ghazni provinces, hundreds of casualties were admitted last month including significant numbers of civilians.”

    He called on both sides of the Afghan conflict to do their best to safeguard civilians from harm.

    “We really encourage the parties to the conflict to reach a practical agreement on specific issues that would help to alleviate the suffering of all those affected,” said Mardini.

    He said that the trip to Afghanistan provided a good opportunity to brief the donors in the upcoming Geneva Conference on Afghanistan about the needs of the Afghan people.

    This comes two days after the US Special Inspector for Afghanistan Reconstruction (SIGAR) in a new report quoting the Resolute Support said 876 civilians were killed and 1,685 were wounded this from July 1 to September 30, 2020.

    In line with the continued rise in violence, this quarter’s casualties increased by 43% compared to last quarter (April 1–June 30, 2020), the report says.

    The report says that though casualties are typically high in the third quarter of any year, this quarter’s high figures are notable because they occurred during an ongoing peace process and despite Taliban commitments to reduce violence.

    According to the report, RS attributed about 83% of this quarter’s civilian casualties to anti-government forces (40% to unknown insurgents, 38% to the Taliban, 3% to Islamic State-Khorasan [Daesh], and 2% to the Haqqani Network), roughly the same as last quarter’s breakdown.

    Another 8% were attributed to pro-government forces (8% to ANDSF and no incidents attributed to Coalition forces), and about 8% to other or unknown forces, the report says.

    According to ICRC officials, the continued level of violence is also hindering health workers to reach to those in need in different parts of the country.

    Back in October, The UN mission to Afghanistan (UNAMA) in a report said that overall the civilian casualty figure for the first nine months of 2020 dropped by around 30 percent compared to the same period in 2019, but while the number of civilian casualties is lowest in the first nine months of any year since 2012, “the harm done to civilians remains inordinate and shocking.”

    UNAMA documented that Anti-Government Elements (AGEs) remain responsible for the majority of civilian casualties (58 percent). Compared to the same period in 2019, the amount of civilian deaths attributed to AGEs remained at similar levels, although there was a decrease of 34 per cent in the total number of civilian casualties – killed and injured – attributed to AGEs, said the report.

    The report said that the number of civilians killed attributed to the Taliban increased by six percent in the first nine months of 2020, adding that the overall number of civilian casualties – killed and injured – attributed to the Taliban dropped by 32 percent, mainly due to a reduction in the number of civilians injured by suicide attacks and ground engagements, though this was partially offset by an increased number of civilian casualties from targeted killings and illegal, indiscriminate pressure-plate improvised explosives devices (IEDs).

    Attacks causing civilian casualties carried out by undetermined age increased. There were more incidents, especially in relation to the use of IEDs and targeted killings, in which UNAMA could not determine which anti-government group was responsible. This also corresponds with a decrease in the number of incidents for which the Taliban or Daesh claimed responsibility.

Fortunatamente ci sono state forti proteste da parte di chi in Afghanistan continua ad avere almeno un minimo di buon senso, ma il ministro ha risposto che hanno capito male le sue vere intenzionianche se non spiega perché, e che il testo di legge non è ancora stato reso pubblico, confermando che la legge verrà presentata in parlamento.

    The acting minister of education, Rangina Hamidi, has suggested a new plan in which children from the first to third grade would study in mosques, a move which would be unprecedented in the country's education system.

    The ministry in a statement defended the plan, saying it is aimed at giving a central place to Islamic studies, calling it a major and crucial step.

    Implementing these changes would involve a careful and step-by-step plan, the ministry has argued, saying that it will remove the stigma about Islamic studies that is associated with madrassas. It says that with this decision, Islamic studies will be brought to schools.

    The acting education minister recently removed the deputy minister’s office for Islamic studies and replaced it with a directorate of Islamic studies.

    The statement says that the Islamic studies directorate will have greater authority and will be responsible for Islamic education from first to 12th grade at school.

    Hamidi, who was not approved by the parliament as education minister, was summoned by the Senate on Sunday where she did not mention her new plan but attempted to defend her job by pledging that she would boost Islamic studies in schools.

    “This is a shame, but I have to say that there are a number of school graduates who have no knowledge about prayers or feel obliged to pray,” Hamidi said, referring to what she called "weak" Islamic studies in schools.

    “One of the reasons that I received less votes was that I didn’t submit to any pressure over the last five months, and I didn’t appoint any unprofessional individual,” Hamidi said.

    She said that there are 220,000 teachers in the Ministry of Education and that increasing their salary under current circumstances is not possible.

    Some senators criticized Hamidi for her decision to remove the Islamic studies office.

    “The deputy minister’s office for Islamic studies was working under the Ministry of Education and it should coordinate among madrassas and it should work to resemble government and non-government madrassas,” Senate Speaker Fazl Hadi Muslimyar said.

    “Despite huge assistance by the international community, the education (ministry) could not activate its publication center and could not address the lack of textbooks,” said the deputy speaker of the Senate, Mohammad Alam Ezedyar.

    Following criticism of the new plan by the Ministry of Education (MoE) to move first to third-grade classes from schools to mosques, the ministry said on Monday that this will only be implemented in areas with no schools.

    A statement of the ministry was edited on Monday hours after it was posted and was met by massive criticism from activists who called the plan a step back in the country’s education system.

    An adviser at the ministry said that only the acting minister of education Rangina Hamidi and her close aides know about the details of the plan.

    “Do they want to close schools and distance us from knowledge and culture? Do they want to take schools from us? Mosques were ours and will remain ours,” said Abdul Rauf, a resident of Kabul.

    “This has no resemblance to the people of Afghanistan and to the international community,” said Abdul Basit, a student.

    Over the last week, the acting minister of education has gone to the parliament two times, but she has not mentioned her plan in her speeches to the lawmakers and senators.

    Hamidi had not received enough votes from the parliament to confirm her position as a full-fledged minister. While promising to increase the Islamic activity within the curriculum, she said the following about the introduction of technology:

    “It is important that teachers should be familiar with computers and tablets before we try to give children and students computers and tablets,” Hamidi said at the parliament last week.

    Some sources said that most of employees of the Ministry of Education were informed about the plan from social media after it was posted on Sunday evening.

    “It is up to the education minister and her team to discuss the reforms that are about to be brought to the Education Ministry,” said Moahid, an adviser at the ministry.

    The Presidential Palace spokesman Sediq Sediqqi said the government is aware of the plan and that it has been misinterpreted.

    “They have the plans on hand that are only for strengthening the curriculum,” Sediqqi said.

    Rangina Hamidi was rejected by the parliament as she could not get a vote of confidence last week.

    Some lawmakers said that based on the law, acting ministers who are rejected by the parliament cannot continue their job as caretakers.

    “This is an illogical decision. As a representative of the people, we will never accept the decision by the ministry,” said Tawfiq Wahdat, an MP.

    “They should review this decision as soon as possible. This is an oppression to the rights of the children of this country,” said Sayed Hassan Paktiawal, an MP.

    This comes as-- according to government figures--there are over 9 million students enrolled in public and private schools and over 3.5 million of them are girls.

    UN: 4 Out of 10 Afghans Suffer From Hunger
    The UN has called on international donors to provide $1.3 billion for humanitarian relief to Afghans in need.


    Ramesh Rajasingham, Acting Assistant Secretary-General for Humanitarian Affairs and Deputy Emergency Relief Coordinator, has said that at least four Afghans out of ten suffer from hunger each day.

    In a virtual meeting with representatives of various countries and international organizations, the UN official described the situation in Afghanistan as "concerning" and said that the war and the COVID-19 pandemic have caused half of the population to be in need of humanitarian assistance.

    “Forty years of war and displacement, mixed with climate shocks and now COVID-19, have left almost half of Afghanistan’s population needing emergency aid,” said Rajasingham, who moderated the briefing.

    According to UN statistics, since 2012 over five million Afghans have been displaced from their areas because of war and violence, and the majority of those displaced are still living in tents.

    The UN deputy humanitarian chief said that the number of people in need has doubled from 9.4 million at the start of 2020 to 18.4 million in 2021 – of a population of 40.4 million. Four in 10 people are now going hungry, which means that almost 17 million people are in crisis or emergency levels of food insecurity through March 2021. And almost half of all children will be acutely malnourished this year.

    “Few other places in this world have seen suffering soar so quickly in recent times,” he said, noting that conflict and violence continue to kill civilians at an alarming rate, despite the intra-Afghan peace negotiations.

    “Despite the increased health needs due to COVID-19, health facilities and workers continue to suffer harm from attacks, and acts of intimidation by parties to the conflict.

    Targeted attacks on schools and educational facilities also demand a renewed commitment by all parties to the conflict to uphold international humanitarian law and adopt measures to safeguard learning spaces for the next generation. We have seen so much progress over the last few years, we simply cannot afford to have any reversal in that, especially in education for girls.”

    Also speaking at the briefing were Mrs. Adela Raz, Permanent Representative of the Islamic Republic of Afghanistan to the UN; Raouf Mazou, UN Assistant High Commissioner for Refugees; and Mr. Ramiz Alakbarov, the UN Deputy Special Representative of the Secretary-General, Resident Coordinator and Humanitarian Coordinator in Afghanistan.

    “The humanitarian situation in Afghanistan is deeply troubling,” said Adela Raz, Afghanistan’s permanent envoy to the UN.

    “…Expressing concern over the escalating violence in the country, and hope that the ongoing peace talks will soon result in a comprehensive peace agreement,” said Raouf Mazou, UN Assistant High Commissioner for Refugees.

    Afghanistan remains one of the most challenging countries for aid workers.

    Based on the UN statistics, in 2020, 28 aid workers were killed, 53 were wounded and 110 others were kidnapped in the country.

    305 Afghans Killed in Targeted Attacks, Explosions in Past Month


    Khawja Fahim Sediqqi has lost two brothers in targeted attacks in the past 5 months. They were government workers.



    Data collected by TOLOnews shows that at least 305 Afghans were killed and 350 others were wounded in a series of explosions and targeted attacks in the past one month.

    Based on the TOLOnews findings, there has been a 20 percent increase in the number of explosions and targeted attacks in the country in March compared to February.


    These are the statistics which are shared with the media, however, according to the security sources, the casualties of war are much higher than this figure and each day there are about 20 to 30 fatalities among Afghan security forces.

    Khawja Fahim Sediqqi has lost two brothers in targeted attacks in the past 5 months. They were government workers.

    One of his brother left a child behind while the other one was preparing to get married.

    “They killed my brother only 200 meters away from my home, my two brothers were killed, but no investigation was carried out,” said Sediqqi.

    Mohammad Nasim is the son of Abdul Hakim who was killed in Kandahar. Abdul Hakim was serving in the ranks of the Afghan National Police.

    “No one knows why they kill the people, for what reason,” said Mohammad Nasim.

    According to TOLOnews data, most of the attacks are reported in Kabul, Nangarhar, Kandahar, Helmand, Balkh and Ghazni provinces.

    “The Taliban are carrying out these attacks, they claim some of them and deny some others. Overall, the responsibility lies on the shoulders of the Taliban,” said Rahmatullah Andar, a spokesman for the National Security Council.

    In February, the casualties were around 264 deaths and 278 injuries.

    Paris Unveils Plaque in Honor of Ahmad Shah Massoud

    A ceremony was held in Paris to honor Afghan National Hero Ahmad Shah Massoud by naming a square after him.



    The mayor of Paris city on Saturday officially honored the memory of Afghanistan’s National Hero Ahmad Shah Massoud with a plaque in the city.

    Earlier this month, the Council of Paris unanimously voted to install a plaque in the 8th arrondissement in homage to Massoud, Arnaud Ngatcha, deputy of Paris Mayor Anne Hidalgo and in charge of international relations.

    “Today, commander Massoud is the symbol of fraternity between Afghanistan and France. Our countries will soon celebrate the centurial of our diplomatic relations, in the past 100 years. The French republic has assisted our people in different aspects,” Ahmad Shah’s Massoud’s son Ahmad Massoud said at an event in Paris on Saturday.

    The ceremony was attended by some of Afghanistan’s mainstream political leaders among them Abdullah Abdullah, the head of High Council for National Reconciliation and former president Hamid Karzai.

    Ahmad Shah Massoud was assassinated in a suicide blast by two al-Qaida members in Takhar province on Sept. 9, 2001.

    In this connection, one of the UAE companies has recently produced and marketed a perfume called “Commander Massoud.”
