    French Senators Get a Lesson in Capitalism From Michelin, LVMH

    Oct. 18 (Bloomberg) -- French Senator Paul Girod says he had no idea that making a tire was so complicated.

    The 76-year-old legislator visited a Michelin & Cie. factory in Clermont-Ferrand, France, this month for lessons on the realities of the business world. He toured the plant, met with researchers and marketers and drove vehicles on a test track.

    ``I never imagined how much long-term thinking there is,'' Girod said. ``It wasn't just about the next tire. They are looking ahead to new concepts to cope with energy shortages and environmental problems.''

    French senators are venturing out of their Paris sanctuary in the 17th-century Luxembourg Palace to factories and offices in search of what Economy Minister Thierry Breton calls an ``economic education.'' The program's goal is to help them make wiser decisions as France strives to bolster economic growth that has trailed the U.K.'s in seven of the past 10 years.

    Understanding the global marketplace can be critical when lawmakers vote on bills affecting businesses, said Senator Joelle Garriaud-Maylam, who visited TF1, France's largest television station.

    For example, the Senate this month is debating legislation that would permit Gaz de France, the country's former gas monopoly, to merge with Paris-based utility Suez SA. Opponents in the lower house of parliament last month introduced 137,449 amendments to derail the proposal, which Breton said was needed to help Gaz de France compete internationally.

    ``Too often we shoot ourselves in the foot,'' said Jean- Michel Counillon, secretary general of TF1. ``We legislate for purely political reasons.''

    Only 30 of the nation's 331 senators have any experience in private industry, reflecting a broader French disdain for commerce.

    Respect for State

    In a poll last year by the University of Maryland, only 36 percent of French people answered ``yes'' when asked: ``Is the free enterprise system and free market economy the best system on which to base the future of the world?'' About 1,000 people in each of 22 countries were questioned. France was the only nation where a plurality or majority didn't answer affirmatively.

    ``The French tend to hold the state in higher esteem than they do commerce or finance,'' said Philippe Marini, 56, deputy head of the Senate budget committee. ``It's been that way since before the revolution.''

    Girod and Garriaud-Maylam were among six senators who spent two to three days this month at companies under a seven-year-old program sponsored by the Senate.

    Many senators ``just don't have that much contact or knowledge about the world of business,'' said Garriaud-Maylam, who previously worked at the London Business School and Paris- based silver-goods maker Christofle France SA.

    `Negative and Outdated'

    Senators aren't the only ones getting more business education. Last month, Breton named a 15-member council of economists, teachers and journalists to help improve the country's economic knowledge.

    The Institut de l'Entreprise, a research institute funded by corporations, since 2000 has sent 120 high school teachers to get hands-on knowledge by working each summer at large companies.

    ``Economics teaching in schools tends to be very theoretical and macroeconomic, and when companies are talked about it's often in negative and outdated terms,'' said Ariane Selinger, the institute's spokeswoman. ``The images are of a 19th-century factory with hard labor.''

    The institute tried four years ago to arrange company visits for the 577 members of the lower house of Parliament, which is more powerful than the Senate, but legislators didn't have the time, Selinger said.

    Keeping Up

    More than 200 senators have now made company visits. Other corporate participants in the latest round include German engineering company Siemens AG, luxury-goods maker LVMH Moet Hennessy Louis Vuitton SA and soccer team Paris St. Germain.

    Last year, senators went to carmaker Renault SA, retailers Groupe Auchan SA and E.Leclerc and utility Suez SA.

    ``It's a good way to get out there,'' said Senator Jean- Francois Picheral, a 72-year-old doctor who represents the Marseille area and spent time at Siemens. ``It enables you to be aware of changes going on in the world.''

    Over croissants and coffee on a recent morning, Counillon explained to Garriaud-Maylam how media laws block TF1 from expanding into print or radio. Other statutes give film directors ownership of television series, even if TF1 pays for their production, Counillon said.

    ``The French have this idea that TF1 is a huge, powerful group, but we are dwarfs compared with our European rivals,'' he said. ``Laws prevent us from becoming a truly diversified media group.''

    TF1 Dwarfed

    TF1 had 2.9 billion euros of revenue in 2005, compared with sales of 18 billion euros at Germany's Bertelsmann AG. Rupert Murdoch's News Corp., which owns stations in neighboring countries such as Italy and Britain, had $25 billion.

    For her part, Garriaud-Maylam, who represents the 2.5 million French who live abroad, didn't miss the opportunity to push her own agenda.

    At a meeting with Takis Candilis, director of fiction at TF1, Garriaud-Maylan, 52, said issues faced by some of her constituents -- disputed overseas divorces, forced marriages and unfair arrests -- would be worthy of a TF1 drama.

    Sì Amati assolutamente.

    Pella propose una cosa del genere ma con la scienza, corsi di scienza ai politici, per sapere di che cosa parlano. Lo fece dopo essersi accorto di avere firmato un decreto che in realtà non voleva firmare circa la scelta di una filiera o di un'altra all'interno del PUN italiano.
